Could someone explain to me why the United States spends more money killing people than taking care of its own?
The tax rebate is Bush and his cronies way of bailing out big corporations using tax payers' money, it is NOT to help poorer America.
Why is there money to help big corporations, killing people, but when it comes to Social Security, the money is running out? Why don't they bail out Social Security? My measly $300 rebate has already gone to Big Oil. Yours most likely will end up in some big corporation's pockets too and our children will have to pick up the tab.

If you are planning on upgrading to Vista, there are hardly any drivers available. They are not the same as XP and most likely you will not be able to find drivers for your hardware at this time. Check with your manufacture for Vista drivers before you upgrade or you may be out of luck for a while until someone comes up with drivers. This is another repeat of XP SP 2.

Starting the Microsoft® Windows® 2000 Operating System in Safe Mode
• Turn on your computer
• Press the F8 key as soon as you see the message
  For troubleshooting and advanced startup options for Windows 2000, press F8
• The Windows 2000 Advanced Options Menu appears
• Safe Mode should be highlighted by default, if not, using the arrow keys, highlight it
• Press the Enter key
Starting the Microsoft Windows® XP Operating System in Safe Mode
• Turn on the computer
• Immediately begin tapping the F8 key
• Use the arrow keys to highlight Safe Mode
• Press the Enter key
Windows NT
• VGA mode is the mode under Windows NT
• Click Start
• Click Shut Down
• The Shut Down Windows screen appears
• Click Restart the computer
• Click Yes
• The computer restarts
• Select "Windows NT Workstation Version 4.00 [VGA mode]" from the operating system start menu.
• Windows NT restarts into VGA mode
What is Safe Mode
• Safe mode is a way of working with your computer without loading the drivers and other programs that could be causing you problems
• It is a way to solve problems that you cannot normally do when you boot up normally.
• This is a mode where you can delete files, rename files, change setting if you have a conflict and the computer will not boot up
• Safe Mode uses the original registry settings, System.ini, and Win.ini files. This effectively bypasses the [Boot] and [386Enh] sections of the System.ini file and disables all the Windows protected mode devices listed in Device Manager. Windows Safe Mode does not run programs listed on the Load= and Run= lines in the [Windows] section of the Win.ini file
• Note: Although the [Boot] section of the System.ini file is bypassed, the shell= and drivers= lines in the [Boot] section are processed
Safe mode in Windows 2000 and XP
• Windows XP and Windows 2000 provide Safe Mode, a startup option that disables startup programs and nonessential services to create an environment useful for troubleshooting and diagnosing problems
• In Safe Mode, Windows starts a minimal set of drivers that the operating system needs to function
• Support for devices such as audio devices, most USB devices, and IEEE 1394 devices is disabled to reduce the number of variables that you need to consider when diagnosing the cause of startup problems, stop messages, or general system instability
• Logging on to the computer in Safe Mode does not update Last Known Good Configuration information. If you log on to your computer in Safe Mode and then decide you want to try Last Known Good Configuration, the option to do so is still available
• The following registry key lists the driver and service groups enabled in safe mode
  HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot\Minimal

Can't Boot Up To Safe Mode In XP
• Close all programs
• Click Start
• Click Run
• Type
  msconfig
• Click OK
• The System Configuration Utility will appear, check the /SAFEBOOT option
• Click OK
• Click Restart
• Your computer will restart in safe mode
• When you've finished, repeat the above, this time uncheck the /SAFEBOOT option

Win XP Stuck In Safe Mode
• Use One Of The Methods Below
  • Method #1
    • Close all programs
    • Click Start
    • Click Run
    • Type in
      msconfig
    • Click OK
    • The System Configuration Utility will appear, uncheck the /SAFEBOOT option
    • Click OK
    • Click Restart
  • Method #2
    • The boot.ini file could be causing this problem
    • The file's content should normally look something like this:
      [boot loader]
      timeout=30
      default=multi(0)disk(0)rdisk(0)partition(1)\WINDOW S
      [operating systems]
      multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Professional" /fastdetect
    • The content of the file should look just like the one above, but if you see the following option just after the /fastdetect parameter at the end of the file: /safeboot:minimal remove it and your problems should be solved if you only have a single operating system installed
    
    
  • Method #3
    • This one might work, might not. One person said this was the only thing that worked for them.
    • To me if this worked most likely the Printer Driver or Fax Driver was corrupt and replacing them first should solve the problem.
    • Disabled the following two Microsoft Start Up Services
      • Fax
      • Print Spooler

The Computer Always Starts in Safe Mode (Win 98, ME)
Cause
• This behavior can occur if the [Options] section of the Msdos.sys file contains the following line:
  BootSafe=1
• This setting forces your computer to start in Safe mode
Solution
• To resolve this issue, edit the Msdos.sys file by doing one of the following:
  • Remove the BootSafe=1 line from the Msdos.sys file
  • Change the BootSafe=1 line to BootSafe=0
    • Follow these steps to edit the Msdos.sys file
      • Click Start
      • Point to Find
      • Click Files or Folders
      • In the Named box type
        msdos.sys
      • In the Look In box, click the drive on which Windows is installed (usually drive C)
      • Click Find Now
      • Right-click the Msdos.sys file
      • Click Properties
      • Click to clear the Read-Only and Hidden check boxes to remove these attributes from the Msdos.sys file
      • lick OK
      • Right-click the Msdos.sys file
      • Click Open With
      • In the Choose the program you want to use box, click WordPad
      • Click OK
      • Do one of the following:
        • Delete the BootSafe=1 line
        • Change the value in the BootSafe=1 line to BootSafe=0
      • On the File menu, click Save
      • Right-click the Msdos.sys file
      • Click Properties
      • Click to select the Read-only and Hidden check boxes to set the attributes for the file
      • Click OK
      • Restart your computer
